Stakeholders were invited to observe any of the the Working Group meetings. During these meetings we used a "fish bowl" process in which any person could attend as an observer during the Working Group session and provide comments and questions at the end of each meeting or any other time. Comments and questions provided during the stakeholder comment period at the end of each Working Group meeting were integrated in the meeting minutes and either addressed at that meeting, depending on the remaining time available, or at the following Working Group meeting. The beginning of each Working Group meeting was set aside to discuss a summarized list of questions pooled from both the stakeholder comment period of the preceding meeting and provided to ForestERA between meetings.
